On Mission Orders and Memorandum Receipts

This is to answer the questions we have been getting regarding Mission Orders and memorandum Receipts (MR) being issued to civilians.A memorandum Receipt is a record of government ownership of a firearm. It is similar to a license except that in such case the government is the owner. An MR can be validly issued only if the firearm is government property.A Mission Order is an authority from a government agency to carry a firearm in pursuance of a specific mission or task on behalf of the agency. This authority is usually derived from the law or organic Act creating the agency. MOs are usually issued to agents or employees of the specific agency. However, sometimes, the agency has so-called "civilian agents" or "intelligence agents" who are not per se employees of the agency but who are deemed as "assets" or close associations of the agency. “Only persons in authority should carry firearms”

This video reminded me of a comment made a few months ago by Dante Jimenez, founding chairman of the Volunteers Against Crime and Corruption (VACC). Mr Jimenez believes that only persons in authority should be allowed to carry firearms in public. Around the time of the extended gun ban debate, Jimenez said, "Let us put a stop to this stupid idea of giving special treatment to special citizens. PROGUN SUPPORTS THE CALL TO ARMS BY THE MEMBERS OF THE NATIONAL PROSECUTION SERVICE AND THE OFFICE OF THE SPECIAL PROSECUTOR

The PEACEFUL RESPONSIBLE OWNERS OF GUNS fully supports the call of the members of the National Prosecution Service to be armed in the light of the recent assassination of Lanao Del Norte Provincial Prosecutor Macadatar Marsangca. Atty. Marsangca was shot in cold blood while he was jogging in Iligan City of the same province. The duty to prosecute criminal elements is as hazardous as arresting them but our prosecutors are not armed while they are discharging their functions. They should be armed all the times because the threat to their lives do not end after they leave their offices. The same is true with our special prosecutors. Fighting graft and corruption in government is as dangerous as putting common criminals to jail and this is impossible without the evidence prepared by graft investigators who are in direct contact with the government officials who are under investigation but protected by a squad of armed guards. Guidelines for Checkpoints

This article appeared 3 years ago on uaa.ph. Since there is a current proposal to increase the number of checkpoints, by popular request, we reproduce it here for reference):
If you encounter a checkpoint:

1. The Rule is: The PNP manning the check point are limited only to a VISUAL SEARCH. They are not authorized to open your trunk, compartment, or bags(unless you are stupid enough to consent voluntarily). If they make motions to search your person (body), open your glove compartment or trunk, NEVER VOLUNTARILY AGREE TO OPEN ANYTHING OR ALLOW THEM TO SEARCH YOU. ALWAYS OBJECT.

If the police insist on searching against your will, then the search will be rendered ILLEGAL and can be questioned later, and may be the basis for RETURN or your things, if taken.
If you think that you are being subject to an illegal search, discreetly take a video or pictures of the incident with your cell phone camera. This will be VITAL EVIDENCE later on, should you decide to question the search. Also insist on getting the NAMES of the officers, their unit, and their team leader. This is needed later on for IDENTIFICATION PURPOSES should there be a legal proceeding.
2. Only ILLEGAL items in PLAIN VIEW can be seized. LEGITIMATE ITEMS cannot not seized. So always HIDE your guns carefully in bags or better in the trunk and make sure they are OUT OF PLAIN SIGHT. Try to cover the gun cases with cloth or other similar item.

Next year will mark the 100th anniversary of the Colt 1911A1 .45acp. A design of the legendary John Moses Browning, the greatest firearms designer of all time, the design of the 1911 is still very much in use today and is as popular as ever before.

Born in the Philippines, the 1911 pistol was conceived as a much needed substitute for then U.S. Army .38 caliber new army revolvers which miserably failed to stop muslim fanatics in combat in Mindanao. There are several historical accounts of a number of U.S. Army officers who got chopped to pieces by the wiry muslim "huramentados" who after having been shot numerous times in vital places, continued on to kill.
