It has come to our attention late last week that there will be a signing of a Joint Resolution on 18 August 2010 by the PNP and certain invited stakeholders, regarding the implementation of new and more stringent gun control measures. These new measures in the form of PNP Circulars, will make it more difficult and add to the burden of obtaining licensing and permits to carry firearms.

MAMANG PULIS -- ONLY one Permit-to-Carry-Firearm Outside of Residence (PTCFOR) will be issued by the Philippine National Police to licensed gun holders this time.

The “one PTCFOR policy” will be part of the much tougher gun control program in the country designed to arrest gun-related violence. Under the same policy, a PTCFOR will be issued to a licensed gun holder provided he or she complies with nine strict requirements, PNP spokesman, Chief Supt. Leonardo A. Espina said.

Espina said PNP chief, Director General Jesus A. Verzosa decided that a PTCFOR will be issued only for a handgun. “Those in possession of automatic rifles and machine pistols will not be given a PTCFOR,” he explained.

The Philippine National Police (PNP) is planning to permanently stop the issuance
of permits to carry firearms outside of residence (PTCFOR) because of the
supposed success of the total gun ban in preventing crimes.

“We might permanently suspend the issuance of permit to carry firearms outside
residence because we’ve seen it (total gun ban) to be effective in deterring
crimes,” PNP chief Director General Jesus Verzosa said.

He said the PNP will discuss the plan during the next gun summit.

Police have no funds to buy guns for new recruits

PHILIPPINE National Police (PNP) cannot afford to provide firearms for new policemen.

"We have no firearms for new recruits," said Supt. Marlon Ganzon, chief for finance and controllership of the Police Regional Office 6 (PRO6).

Ganzon said at least 500 rookie policemen will be deployed as peacekeepers without firearms.

The new recruits finished their training at Camp Mosqueda in Guimaras as part of Western Visayas's quota of new personnel this year.

Ganzon said the PNP National Headquarters informed the PRO6 there is no budget for the purchase of firearms.

To further cope with the economic crunch, the PNP will no longer issue firearms to officers with the ranks superintendent to director, Ganzon added.

Election Related Violence on the Rise

In spite of the best efforts at imposing a total gun ban, it would seem that the efforts at curbing election related violence have been proven to be a failure. As per the statistics, election related killings and violence has been steadily on the rise since 2001, in spite of the Comelec Gun Ban. PNP RESHUFFLES TOP BRASS

The continuing reorganization of the Philippine National Police has finally affected the Firearms and Explosives Division. Chief Superintended Alfredo Caballes was relieved of his duties as Chief of the F.E.D. and was replaced by Chief Supt. Gil Meneses, a police officer known to have worked with then Chief PNP, now Senator Panfilo M. Lacson.
