PHILIPPINE National Police (PNP) cannot afford to provide firearms for new policemen.

“We have no firearms for new recruits,” said Supt. Marlon Ganzon, chief for finance and controllership of the Police Regional Office 6 (PRO6).

Ganzon said at least 500 rookie policemen will be deployed as peacekeepers without firearms.

The new recruits finished their training at Camp Mosqueda in Guimaras as part of Western Visayas’s quota of new personnel this year.

Ganzon said the PNP National Headquarters informed the PRO6 there is no budget for the purchase of firearms.

To further cope with the economic crunch, the PNP will no longer issue firearms to officers with the ranks superintendent to director, Ganzon added.

All firearms issued to high-ranking police officials were recalled to prioritize the rank-and-file policemen.

An average of 500 cops graduate in every region each year to replace the retirees, those who went on absence without leave (Awol), and those formally separated from police service.

  1. Huh!.. what they would use againts those BG’s armed to the teeth..Old Batuta?..if they would deploy these new recruits without guns and at this point in time with Comelec gun ban..who would stop criminals in the street…?

    I’ll guess Pro Gun should chipped in bucks to buy NP2O…! and then donate to PNP..disturbing.. lawmen without guns in the Philippines..! 

    1. Actually, a gun dealer has been stripped of its license to sell because of its polic of selling guns to PNP personnel on installment, but with very high interest rates. Read this:

      PHILIPPINE National Police chief Director General Jesus A. Verzosa has ordered the license of a PNP-accredited gun store revoked for granting unauthorized gun loans to rookie policemen in Mindanao, Director Ifor I. Magbanua, chief of the Internal Affairs Service said yesterday.

      He said Espinelli Trading, a financing institution that enticed dozens of rookie policemen in Central and Southern Mindanao to avail of gun loans with “very high interest rates,” is now undergoing investigation.

      “This company violated a strict PNP directive which bars any lending institution from extending loans to Police Officers 1 with temporary appointment or those cops with less than a year remaining in the service,” said Magbanua.

      He said 23 rookie policemen availed of the gun loans at Espinelli Trading based in Cubao, Quezon City with a 100 percent interest.

      “Yung P36,000 ay naging P72,000 kaya masyadong nababaon sa utang yung mga kawawang pulis,” Magbanua said.

      He said the PNP chief approved his recommendation to suspend the accreditation of Espinelli Trading. Verzosa directed the Civil Security Group to temporarily suspend the company’s permit pending investigation.

      The PNP barred Police Officers 1 from contracting loans to spare them from financial abuses or manipulations while undergoing training. Verzosa said debt-ridden personnel may recourse to ‘kotong’ and other corrupt practices for survival.

      Deputy chief for operations Deputy Director General Edgardo E. Acuña said the PNP chief gave orders to see to it that newly-appointed policemen will finish their mandatory training program with their respective salaries intact and free from any contractual deductions.

      “This will surely be advantageous to the concerned PNP members and the entire PNP organization,” Acuna said.

      “There had been cases in the past when newly-recruited personnel just go on absence without leave or go abroad after contracting loans leaving loan guarantors the burden of paying the loan obligations,” he said.

      This prompted the PNP leadership to prohibit the granting of loan through automatic deduction scheme.

      However, Acuña said the prohibition does not include enrolment to the Public Safety Mutual Benefit Fund, Inc. for Insu-rance Benefits Plans which entitles the enrollee to a life insurance with accidental death benefit and dismemberment coverage, membership with the Public Safety Savings and Loan Association, Inc. for sa-vings and capital contribution purposes which earns semi-annual dividends, and membership with    other insurance and sa-vings institutions for investment purposes such as educational plan and health insurance plan.   Alfred Dalizon (Journal Online)
