PNP-Circular No. 2011-005 Re: “Possession, Carrying, and Bearing of Firearms (Revised)”

In response to numerous inquiries on PNP Circular No. 2011-005, here are our comments:

1. The Circular is merely a reiteration of well-established rules that are already in force regarding the possession, carrying and bearing of firearms. What was added were merely the expansion of the PTCFOR requirements for Military and law enforcement officers, who are now covered by the rule requiring PTCFOR when carrying their firearms outside of residence or while in civilian attire.

MAMANG PULIS -- ONLY one Permit-to-Carry-Firearm Outside of Residence (PTCFOR) will be issued by the Philippine National Police to licensed gun holders this time.

The “one PTCFOR policy” will be part of the much tougher gun control program in the country designed to arrest gun-related violence. Under the same policy, a PTCFOR will be issued to a licensed gun holder provided he or she complies with nine strict requirements, PNP spokesman, Chief Supt. Leonardo A. Espina said.

Espina said PNP chief, Director General Jesus A. Verzosa decided that a PTCFOR will be issued only for a handgun. “Those in possession of automatic rifles and machine pistols will not be given a PTCFOR,” he explained.

The Philippine National Police (PNP) is planning to permanently stop the issuance
of permits to carry firearms outside of residence (PTCFOR) because of the
supposed success of the total gun ban in preventing crimes.

“We might permanently suspend the issuance of permit to carry firearms outside
residence because we’ve seen it (total gun ban) to be effective in deterring
crimes,” PNP chief Director General Jesus Verzosa said.

He said the PNP will discuss the plan during the next gun summit.
