The Story of Dra. Jasmin J. Navarro: Shot and Killed During Election Gun Ban

Recently, I received a very compelling email. It was from a fellow I never met. His story hit me in the gut, caused me to shed a tear, and made me feel rotten about the entire justice system of which I myself am a part of. It also highlights the great challenge that our countrymen have in their elusive quest for justice.

We in PROGUN missed reporting the story of Dra. Navarro in our Comelec crime statistics project last June. So I deemed it fit to report this particular incident, as told by her son in his own words:

“Sir, last April 6, 2010 between 8:00am-8:30am my mom was on her way to court (We are the complainant-we filed 4 criminal cases, 1 civil case, disbarment of 3 lawyers against the defendant’s counsel, cumulative 8 years of court hearing). We were about to win some of cases. She was shot at the back of her head and the bullet exited her chin. This is in consideration that it was a GUN BAN period, For short, my mom was brutal murdered at the side of our house by a gun for hire. Two shot were fired from a .45 caliber gun. She was dead on the spot. I’ve asked the police for assistance and protection and even went to the office of CIDG and PSPG in Camp Crame because of the existing threat in our lives and the fact that i’m the one continuing the cases left by my mom but what they told me is that they can’t provide police protection due to lack of manpower and jurisdiction.  There were 4 newspaper articles about her murder include a web article from Inquirer.   that’s why i decided to own a gun, to protect myself and my love ones.

My mom’s name is Dra Yasmin J. Navarro RRT., Ma-Ed., Ph.D. She is well respected in the Education Field (Radiology) Member of the Technical committee of CHED and PRC, Representative of the Philippines in the International Society of Radiology and many more. PRC awardee for Most Outstanding Professional of the Philippines for 2008 (Radiology). She had a big dream for all the Radiologist in the Philippines and made sure of our global presence. Loyalty to our Country was her priority.

Status and leads regarding the murder case, none. We know who ordered it but we can’t file a murder case against them due to lack of hard evidence linking them to the murder. shooter and lookout are still at large. Everyone knows they did it (City Hall and the Judicial court). I was already advice that in order for her murder case to move, 3 things… (1) money, which i don’t have. (2) Case would be so sensationalized that everyone police in position will be gagging to solve it for the credit and media exposure-i approach Imbestigador of channel 7 but i guess it’s not enough. (3) Order from the higher ups. I don’t know anyone. It’s sad but that’s how it is for us regarding the justice system. We are against people who has money, power and influence.

Disbarment case number: ADM CASE NO. 8306 and was already referred to the IBP when my mom was still alive.

I thank you Sir for your time. I really appreciate it so much.”
