I was informed by our Secretary General Ticky Tabujara that our Chairman Mike Melchor has announced in his Facebook account that he resigned from his position to involve himself to a new group called A2S5 Coalition that is being established in the light of the proposed permanent gunban. If this is true, as I have not received any resignation letter from him, our loss will be an absolute gain for the new organization. I hope to see him during the Gun Summit on Friday, June 4, 2010 so that we can have a short talk on this matter. Nevertheless, PROGUN will always be thankful to him for the time and effort that he spent with us.

 

PROGUN will participate in the Gun Summit on June 4, 2010 and we will convince all the stakeholders that a permanent Gun Ban is not the solution to the problem of peace and order. The decline in criminality during the election period is mainly due to the improved police visibility in most of the urban areas. However, in areas where there is no sufficient policemen that conduct foot patrol, the crime index is still the same. Still fresh in our minds the gun fight that happened in a polling place in Mindanao where the bodyguards of the municipal mayor started a gunfight in the full view of horrified election observers.What should be effected is an honest to goodness implementation of all laws related to firearms by the Philippine National Police and not a permanent gun ban. In an honest to goodness implementation of gun laws, all qualified gun owners can carry their firearms outside of their residences and those who will not will have to be satisfied with a permit to transport firearm from residence to gun range (PTT). In a permanent Gun Ban, nothing is possible and only the lawbreakers will be carrying illegal firerams to shoot both civilians and policemen alike. In fact, a recent talk with some retired police generals and other officers revealed that even them are in disagreement with the proposed permanent gun ban. They are concerned with their personal protection if the permanent gun ban will be imposed by the PNP because, as retirees they cannot afford to hire the services of a bodyguard and they rely mainly on their firearms to protect their persons and their families from malefactors who are still determined to get even with them. The same is true with judges, prosecutors and lawyers for that matter. Permanent gun ban will just place their lives in jeopardy . Their failure to discharge their sworn duties will definitely have a direct effect on the administration of justice in the country. Yung ngang may pagkakataon na magdala ng baril para sa self-defense may mga huwes na natatakot humawak ng mga kasong mabibigat, eh ano pa kaya yung may permanent gun ban? Baka wala nang mag huwes, mag piskal at maging mga abogado…….Let us extend the privilege of carrying firearms outside of residences only to those who are qualified and not to those who are not; not to those who are friends of police and government officials who are not qualified because they are not Filipinos and to those whose only qualification is that they can afford to pay for a PTCFOR at the  highest price possible. This is very alarming and I had a first hand experience on this. During my last visit to  Makati Cinema Square, I learned that some Japanese and Chinese businessmen are carrying firearms under the name of their Filipino business partners. This is a violation of the provisions of PD 1866 because gun ownership and/or possession is exlcusive to the person in whose name the Firearms License and/or PTCFOR was issued.Hinid pwede ang special power of attorney dyan.AFAD should be wary on this and no sale should be made to individuals who are just being dummies by foreigners specially those belong to countries that does not extend the same privilege of gun ownership to us Filipinos.Kung sa kanila bawal sila magdala ng baril, e bakit tayo papagamit sa kanila?

 

Finally, I would like to extend my congratulations to the new aggrupation of professionals and individuals called A2S5 Coaltion, I hope we will be partners in the advocary for responsible gun ownership. The same is true with GENCOP, welcome back! Let us attend the Gun Summit and prove to the anti-gun lobby that they do not have a place in this country of ours.Lets convince the PNP that police visibility is the best way to prevent crimes rather than permanent gun ban.
