THE Philippine Drug Enforcement Agency (PDEA) on Friday expressed dismay over the recent jailbreak of the No. 1 drug personality from the Capiz Provincial Jail on September 26, saying that the escapee was a “high value target” of drug law enforcement authorities. PDEA Director General Dionisio Santiago also lamented the preferential treatment that was given to Sulpicio Marcelino Sr. by the personnel of the Capiz Provincial Jail.

This was confirmed by no less than Acting Provincial Warden Arjuna Yngcong in his official report to Gov. Victor Tanco of Capiz, citing that Marcelino was a “trustee prisoner,” meaning that he was privileged to move around inside the jail compound with less restriction.

“We are alarmed over the fact that Marcelino is the top drug personality in the province, yet he was still accorded preferential treatment in the provincial jail. His escape raises several questions as to whether there was due diligence on the part of the guards to prevent his escape.” Santiago stressed.
