MAN was shot in the foot outside the office of the National Bureau of Investigation in Central Visayas (NBI-7) in barangay Capitol Site, Cebu City yesterday.
Witnesses said NBI-7 special investigator Arnel Pura fired a shot at Violeto “Billy” Amazona after scolding him for engaging in “fixing” or illegal facilitation of NBI clearances.
In a text message, Pura said Amazona was arrested inside the compound for illegal “fixing,” a violation of Republic Act 9485 or the Anti-red Tape Act of 2007.
Pura declined to confirm or deny that he had shot the man.
“Although I’m willing to explain, I was instructed by our regional director not to issue any comment,” Pura said.
In a separate interview, NBI-7 Assistant Director Lauro Reyes said Pura has not informed him yet about the incident.
Reyes said the NBI-7 has started going after fixers who cause delays in the release of NBI clearances.
Based on accounts of nearby vendors and residents, the NBI agent struck Amazona with a firearm before Amazona pleaded for pardon.
Pura allegedly told him “Huwag kang bumalik dito. (Don’t come back here).
But when Amazona was about to walk away, the NBI agent allegedly shot him in the foot.
