MANILA — The National Police Commission (Napolcom) has stepped into the investigation on the circumstances surrounding the “wheel of torture” discovered at the Provincial Intelligence Branch of the Binan police last week.
Lawyer Eduardo Escueta, executive officer of Napolcom, said Thursday that they aim to determine who should be held accountable for the alleged torture and maltreatment of inmates at the PIB.
Escueta said it is impossible that the regional police director in Southern Tagalog had no knowledge of the existence of the torture roulette, which is believed to be used on inmates.
The Napolcom is expected to come out with its findings in February.
Meanwhile, PNP chief Allan Purisima on Wednesday said there should also be a probe into the seemingly different culture of the Southern Tagalog police, who are always allegedly involved in violence. — Reports from Edwin Sevidal, dzMM
