The victim was identified as Councilor Elpedio Andaya, 42, of Bgy. Maingaran, Masbate City. 

Reports reaching Camp Crame showed the incident occurred at around 4 p.m. a few meters away from the victim’s house.

Initial investigation revealed that the victim was busy tending his horse in the area when the lone gunman appeared and for unknown reason shot the victim.

Although Andaya was hit, he still  managed to run and sought help of his neighbors but the suspect chased him and shot him several times until he collapsed on the pavement.

Authorities are hunting down the suspect.
