MANILA, Philippines – Two Manila councilors are claiming to have been hurt in a scuffle with city police who tried to stop a street raffle the two officials were hosting in Paco district last week, a belated incident report says.
Superintendent Alex Gutierrez of the Manila Police District confirmed that their civil disturbance unit had tried to stop a raffle sponsored by Councilors Cristy Isip and Ric Ibay last Wednesday evening, because of complaints the activity was obstructing traffic.
Gutierrez also said the gathering violated a city ordinance against noise pollution.
The councilors, who are seeking reelection under the ticket of former President Joseph Estrada, denied the charges and Isip accused the police of allowing themselves to be used by Mayor Alfredo Lim.
Isip and Ibay said they were hurt in the scuffle that broke out when police tried to seize a raffle box from them.
Gutierrez denied Isip’s claim and said the police were just enforcing the law.
“If there are violations of existing laws, expect us to act on it,” he said.
Isip and Ibay have reportedly filed complaints before the Office of the Ombudsman and the National Police Commission against Gutierrez and the policemen involved in the incident.
