BAGUIO CITY, Philippines— (UPDATE) The ceiling of the Bangued municipal hall was destroyed by an improvised explosive early Wednesday, hours before Bangued Mayor-elect Ryan Luna took his oath of office, authorities said.
Crime scene investigators said the explosive was abandoned at the doorstep of the town hall, which is a corner away from the heavily-guarded provincial capitol.
Luna defeated outgoing Mayor Dominic Valera, who was recently absolved by the Department of Justice for the April 29 murder of the incoming mayor’s aide during the campaign period.
