Bgy kagawad faces raps for manhandling minor

A BARANGAY kagawad is facing charges filed by a member of the Presidential Philippine National Police Security Force (PPNPSF) who accused him of refusing to place under arrest a 21-year-old man who allegedly manhandled a minor the other night in Paco, Manila.

In his complaint before the Manila Police District-General Assignment Section (MPD-GAS), PO1 Allan John  Manalang, 29, of 1811 Int. 66, Barrio Sta. Maria on Pedro Gil, Paco, Manila, identified the barangay kagawad as Ryan Zapanta, 30, of Bgy. 818, Zone 88.   

The incident reportedly took place after Manalang’s daughter arrived home shaken and told him that her male classmate, a certain Dhing Rumbao, 16, was harmed by one Jonjon Astorga who is said to be a close associate of Zapanta’s. 

It was learned that Astorga was reportedly having a drinking session with some friends when Rumbao and his companions that included Manalang’s daughter, passed by.

For no reason, Astorga reportedly hit Astorga in the back, prompting Manalang’s daughter to tell her dad about what happened.    

When Manalang went to pick up Astorga to bring him to the nearest precinct to answer for what he had done, Zapanta allegedly refused to turn him over. 

A commotion was said to have ensued until Zapanta fired a warning shot. At that point, Manalang no longer insisted and instead accompanied Rumbao to the nearest hospital for a medical check-up. They then went to the MPD Police Station 10 to lodge a formal complaint.

It was there that Manalang had found out that Zapanta already filed a case of physical injuries against him before the same police station.
