FIVE minors were brought to the Bogo City Police Station on Sunday to testify as witnesses that a police official didn’t act in self-defense in shooting his daughter’s boyfriend.
The friends of Vincent Paul Montesclaros, 17, issued their affidavits through the help of the Women and Children’s Protection Desk (WCPD) and said that Chief Insp. Ceferino Tabay Jr. twisted the story.
“This will only show that my son was defenseless and didn’t have a gun when he (Tabay) killed Vincent,” said the boy’s father Paul, 37.
He said Natasha Faye, his son’s girlfriend, sent text messages and called their friends for help that Tabay mauled Vincent before shooting him in Barangay Guadalupe last Friday at 3 p.m.

Two witnesses, who arrived first at the crime scene, saw the victim was already lifeless on the ground with gunshot wounds.
“Despite seeing Tabay around, they went near him to revive him. They were not thinking they could have also been killed,” Paul said.
Before Vincent died, he allegedly revealed that he was threatened by Tabay to break up with his 16-year-old daughter or something bad would happen to him.
“Tabay told my son that their roads will cross,” Paul said.
He said Natasha Faye kept in touch with them by sending text messages to Vincent’s sibling and asked for forgiveness over what happened.
“She said she lost two people close to her life-her father, who is now detained, and her boyfriend who is now dead,” Paul said.
Affidavits
Together with the minors’ affidavits, a complaint of homicide will be filed against Tabay at the Bogo City Prosecutor’s Office today.
Tabay was previously assigned as head of Bogo City Police Station for two years before he became the deputy police chief.
Supt. Anthony Bagarinao, the city’s police chief, said they will check the records of Tabay at the Firearms and Explosives Section (FES) of the Police Regional Office (PRO) 7 if the .45 pistol that the victim allegedly owned was his.
Vincent’s family is still waiting for the National Bureau of Investigation 7 before an autopsy will be performed on him.
They refused help from the Philippine National Police (PNP) Regional Crime Laboratory 7 to check the boy’s remains out of fear the results will be tampered.
The victim’s wake is held in Barangay Guadalupe and he will be laid to rest on April 16.
Performance
Cebu Provincial Police Office Chief Patrocinio Comendador said they respect the family’s decision to ask for a parallel inquiry from NBI 7.
When asked about Tabay’s performance under his administration, he said the police official is a hard worker.
“Niubos gud and crimes nga siya na’y nagduma sa Bogo. Maayo man siya ug agi,” Comendador said.
According to a report in Sun.Star Cebu’s archive, Tabay was previously placed in hot water after he allegedly failed to stop a crime that happened in his presence when a passenger bus was held up in 2002.
Tabay, who was then SPO2, reasoned out that he was disarmed by armed robbers. He said he didn’t want to endanger the lives of other passengers, when he was clearly outnumbered.
Six years after, a dismissed police officer accused Tabay and two others that they allegedly hired assassins to get back at him for the cases he filed against them.
Tabay, in his defense, said the complaint was a form of harassment and a product of a wild imagination.
