How about practical solutions like: diligent law enforcement, police visibility, plus strengthening the pillars of the justice system?

MANILA, Philippines—Philippine National Police Director General Jesus Verzosa Monday pitched for the creation of a multi-agency committee to help put a stop to violence against media people.
Verzosa told reporters Monday the committee would work just like the previous committees the police had initiated to address the problems of private armies and unlawful use of guns.
“Maybe we can (take) a multi-agency approach toward eradicating the attacks and violence against media personnel, just like what we’ve done in some other important or greater tasks that we’ve conducted,” Verzosa said.
He was referring to the recent gun summit where various agencies and stakeholders were tapped to help authorities tighten gun ownership.
“This is our proposal. I hope that even our friends from the media, especially the organizations they are in, would be cooperating,” he said.
Verzosa said the multi-agency body, with the Department of Justice and the Commission on Human Rights at the helm, would work not only to bring to justice the perpetrators of violence against the media but also help minimize the killings.
“A multi-agency committee would allow us to look at other possible methods of approaching the problem,” he said.
Verzosa floated the idea of a multi-sectoral body two days after former radio broadcaster Jose Daguio was shot dead in his home in Tabuk town, Kalinga province.
