MANILA, Philippines — Police arrested a 38-year-old city hall security officer after he allegedly shot and killed early Sunday a member of a mob that had attempted to attack a hospital to lynch a prankster who had sought refuge at the medical facility in Manila.

Operatives of the Manila Police District (MPD) Sta. Ana Station 6 nabbed Renato Ramos, a member of the Manila City Hall’s Civil Security Force (CSF) assigned at the Sta. Ana Hospital, and a resident of Tindalo Street in Tondo, just minutes after the shooting.

Victim Carlo Escora, 27, of New Panaderos Street, in Sta. Ana, was declared dead on arrival by attending doctors of the same hospital that his group had attempted to attack. He died from a lone bullet wound in the left shoulder.

PO3 Rommel Del Rosario of the MPD homicide section said that the shooting happened between 3 a.m. and 3:30 a.m., Sunday, in front of the emergency room of the Sta. Ana Hospital at 8004 New Panaderos Street, Barangay 890 Zone 98.

Minutes before the shooting, Del Rosario revealed that an unidentified watcher at the hospital had asked permission from Ramos and his colleague Danilo Rivera to go out of the medical facility to buy food.

At around 3 a.m., they spotted the unidentified watcher running towards the emergency room entrance, being chased by a mob. The CSF men helped the watcher and allowed him to enter the hospital and shut the doors against the mob.

Del Rosario pointed out that the mob grew unruly, trying to push their way into the hospital to search for one of two pranksters who had allegedly thrown stones at their homes along New Panaderos Street.

During the shoving match, a member of the irate mob had thrown a bottle of mineral water that hit Ramos on the face. This angered the CSF security personnel, prompting him to draw his revolver and fire. The bullet hit Escora in the left shoulder and he was rushed inside the emergency room, where he died several minutes after.

In his statement, witness and Barangay 890 Zone 98 Samahang Kabataan chairman Lennon Bassi claimed that before the shooting, two persons had been throwing rocks at the houses along New Panaderos Street, prompting his neighbors to rush out of their homes and pursue the pranksters.

He told investigators that he had likewise gone out to pacify his neighbors but they refused to listen and proceeded to the hospital where the suspected prankster sought refuge.

Bassi said that he continued to pacify his neighbors and advised them to go home until Escora engaged one of the security guards in a heated argument. It was at this point that a bottle of mineral water hit the security guard on the face, prompting him to draw his gun and shoot Escora.

Ramos was turned over to the custody of the MPD homicide section where he will be detained pending the filing of a homicide charge against him before the city prosecutor’s office.
