CEBU CITY, Philippines—A retired judge was found dead with a neck wound, in his house in Lawaan, Talisay City before noon Sunday, police said.

Superintendent Henry Biñas, chief of the Talisay City Police Office, said former Regional State Prosecutor Hernando Masangkay, 72, was found with a stab wound on his neck around 11 a.m. in his house in Camella Homes.

The victim was lying on his bed wearing a sleeveless shirt and underwear when relative Karl Stephen Montenegro found him.

Montenegro, a nephew of Masangkay’s late wife, had been asked by the victim’s daughter Niña, who was in Dubai, and son Reggie, who was in Ormoc, to check on their father as they could not contact him since Friday last week.

Masangkay has been living alone in his house because his three children, Niña, Carlo and Reggie, all work outside Cebu.

Biñas said police estimate Masangkay was killed 24 hours before he was found because his body was already in a state of decomposition,

Police did not find the weapon used to stab the judge and there was no sign of forced entry, he said.

Biñas said they suspect personal grudge as a possible motive in the killing. He, however, refused to elaborate.

He said Masangkay’s death being work-related was a remote possibility because he retired in 2004. Robbery was also an unlikely motive because the victim’s cash and other valuables were intact, he added.

Biñas disclosed that the former driver of Masangkay, 17-year-old Daryl Tiu, was considered a suspect.

But Tiu, who was invited by police for questioning, was later released because they lacked grounds to detain him, he said.

Biñas said Tiu had claimed he stopped driving for Masangkay since May.

He said they have other suspects but refused to name them.

Cebu Provincial Police office director Senior Superintendent Erson Digal has ordered Biñas to speed up the investigation.
