Selective and Stricter issuances of Permits to Carry and Permits to Transport?

Now that the Comelec Election gun ban is over, we have word from our sources within the PNP that FED will now be “selective” in issuing Permits to Transport. Likewise the Chief PNP shall likewise become more “selective” and stricter in issuing Permits to Carry. An extended gun ban by another name?

Likewise, we understand that the “resolutions” that were “discussed and agreed upon” by the stakeholders who participated in the last Firearms Summit shall be used as a basis for implementation of these stricter rules. Of course what exactly what was “agreed” upon, if anything was actually “agreed” upon, is still subject to debate.

So what are these new rules? We don’t know yet.

In all probability, it will not anymore be as easy to obtain a PTC and PTT. Justifications and threat assessments will have to be submitted, and the Chief PNP in his sole discretion must be satisfied as to the sufficiency of the threat assessment. Expect also additional requirements and CENTRALIZED drug testing and neuro-psychiatric examinations (just like Ping Lacson’s Mahogany drug testing in the 90’s. Sound familiar?).

Hard Times ahead for the shooting community.

  1. Oh well, the way I see it, the Chief PNP will impose his gun ban extension one way or the other. That’s why I never saw the 2nd Firearms Control Consultative Summit as a victory for us even though it was announced that the gun ban would be lifted.

  2. I find this part particularly worrisome:

    The fact that an important factor of my personal safety (and that of my loved ones by extension) is decided solely by an individual who knows nothing of me and may or may not have questionable etchics/motives is definitely inspiring to say the least *sarcasm

    Who will conduct the threat assessment?  Their people as well?  Does this mean I have to wait till my life is already in danger for some pencil pusher’s documentation for my “application” to be even considered?

    I am a Peace-loving, Responsible Owner of Guns.  Why are the people employed by the means of my taxes making it so difficult for me?

    1. I definitely agree, we cant rely on cops for our safety 24/7, I better have one and not need it than need it and don’t have one.

  3. We have confirmed reports from applicants that no PTTs are currently being issued by FED due to “lack of guidelines for PTTs”.

    This is in spite of the lifting of the gun ban.

    1. PTT and PTCFOR has already a guidelines before the gunban and it has been suspended due to elections, now the suspension has been uplifted…and what is this?…panibagong guidelines na naman?…

      I think the guidelines is already there stipulated, it is just a matter of re-implementing it…if the PNP wants to change things / guidelines or what?… for the betterment of everybody, start from the TOP!CHANGE THE CHIEF!…PERIOD!!!

  4. drug test and other test maybe reasonable.. but sufficient threat??? oh.. c’mon in our country philippines??  the time you step out of your door we already have threat to be robbed and killed by any criminals out there. even inside our house we already have threat..do we still need to submit sufficient threat report?? ehh.. even students who still dont have income are robbed and killed.. how much more those who have stable job/income?? should we call it they have a higher level of threat?? now who needs threat assestment?? diba tayu lahat may threat??

    and to people out there who propose this and other anti gun proposal move..please dont wait one of this days one of your love one’s get killed. beacause you have prevented them to bring gun and protect there life.. i hope you wont live to and see this happen to your family..

    i travel around 30,000km a year land trip around mindanao.. and travel more km on sea and air to visayas and luzon. i anticipate threat every time i step out of my door.

Kahit saan ka pumunta may sufficient threat na kaakibat parang shadow, I also travel mostly at night by Land, di ko malaman kong sino ang kalaban pagnakita ko checkpoint di alam kong matino ang nag mamando o lasing na nag hahanap ng butas. palagi na lang may kaba sa dibdib. DAPAT PTCFOR PARA SA LAHAT NG GUSTO MAG DALA NG BARIL, MALIWANAG NAMAN NA PAG GINAMIT MO ANG BARIL SA HINDI TAMA EH KASO ANG BUNGA NITO AT ABALA SA BUHAY. ANG MGA KRIMINAL AY WALANG PTCFOR KAYA MALAYA SILANG MAGDALA GANON NA YON?

  5. Good day to all, I just want to inquire to evrybody regarding the subject matter. Merong bang law regarding sa mga tulad kong OFW na gustong magkaroon ng PTCFOR. Palagi na lang akong natatakot na baka someday mahuli ako ng mga otoridad, kadalasan kasi kapag umuuwi ako sa pinas, sinasalubong kami sa airport at pagkalabas sa airport mismo binibigyan kami ng baril ng mga kamag-anak namin para daw may protection kami. Ang hirap na kasi ng situation naming mga OFW, kong hindi kami hinoholdap, kinikikilan kami mabuti sana kong hihingan ka lang kondi papatayin ka pa ! So, please give me a hint para malisensyahan ko naman ang aking mga baril. Isa akong law abiding filipino citizen, never akong nagkaroon ng case sa pinas, mapa barangay man , ma pa municipal man ma pa regional wala akong kaso. Gusto ko lang proteksyunan ang aking sarili at family. Anu ano ba requirements para magkaroon ng PTCFOR ang isang katulad kong OFW? Maraming salamat sa mga katulad kong GUN LOVER,

    1. Once you license your firearm (?), the only advantage is for the PNP (Pangnigosyo Na Police) to victimize you.  They will find ways to suck money out of you, over and over and over…to no benefit to you as a citizen.

      They say it is to lower crime!? But they have no balls to go after those obviously criminals carrying “unlicensed/unregistered” firearms, victimizing you.  The only thing RA8294 (philippine gun law) will do for you is make you a criminal.

      The police carry guns not for your protection, but to protect themselves, since there are so many people who feel anger against their useless existence.  They are the largest criminal group in the Philippines (really!), so the further away you stay away from them, the safer you are.

       

       

    2. bro daniel, once may license na FA mo pwede ka mag apply for PTT or PTCFOR kaya lang me bago ruling si Batman ngayon madaming cheche bureche na ngayon.. pati nga yung license expiration me automatic na penalty for 500 petot na agad.. kaya yung license ko tiyak na + 500 pag bakasyon ko 🙁 madalas kasi DIY ako.. malamang marami ng nabago sa procedure ngayon

Why do they make it difficult for legitimate gun owners to maintain their license?  Instead of making it difficult to renew the firearm licenses, they should innovate new ways to make it very convenient for gun owners to maintain their firearm license, ie, online renewal and bank payment.  Gun stores and FED insiders are making a killing in processing “non-appearance” transactions.  Maybe that’s the reason why they don’t want to further innovate in processing renewals.  

    For PTTs, we do hope that members of gun clubs be allowed to transport firearms from residence to firing range (resident gun club range) and other ranges (if there is competition or invitation), without PTTs.   Let’s just make it very strict in accepting gun club members so that restrictions in transport permits will be eased in order to transport firearms for competition and recreational purposes. In Australia, although gun ownership is very restricted, you could own a pistol if you are a gun club member.  However, being a gun club member is very difficult.  But once you became a gun club member, you could transport your firearm without any PTT’s.  But if you violate their laws and policies, they will revoke your gun club membership and your firearm confiscated.

     

    For PTCFOR’s once you have been issued a PTCFOR, it should be valid even if there is an election period. Only during a state of emergency should carrying priviledges be suspended.  Legitimate firearm holders who legally carry does not even care about the elections.  The government should go easy on those who obey the law and be very harsh in dealing with lawless elements.
