MANILA, Philippines—Air guns, pellet guns, and airsoft guns are covered by the current gun ban for the Oct. 25 barangay and Sangguniang Kabataan elections, a Commission on Elections official said Tuesday.

Comelec spokesperson James Jimenez said these guns were included because they fall under the definition of a gun as "any device that propels a projectile or a slug."

"For the most part, the slug is chemically propelled. But the definition of a gun also includes weapons that fire projectiles that are pushed or propelled by non-chemical agents. In that sense, air guns and airsoft [guns] are included," Jimenez said in a press conference.

"Even if these are just pellet guns ... they are considered illegal," he added.

However, Jimenez said gun replicas were not covered by the gun ban, which began on Sept. 25 lasting until Nov. 10.

"Replicas can be used to scare people but the gun ban is not meant to prevent people from scaring others but to prevent people from killing others," Jimenez said.

"A replica, no matter how scary it is, will not kill anyone unless you use it to bash someone’s head in. That's a different story. So a replica, even if it looks real, is not covered by the gun ban," he added.

Jimenez also warned the public against highway robbers who might set up fake Comelec check points.

He said Comelec checkpoints were usually set up in well-lighted areas and were manned by uniformed policemen with nameplates.

"There might be some opportunistic black hearts who might use this as an opportunity to set up their own checkpoints and use it for highway robbery," Jimenez said.

He also said that the Comelec would allow official appointments during the election period if these positions were vital to government operations.

"We are not going to paralyze government simply because there is an election," Jimenez said.

A Replica?

So this means i can bring a REAL FIREARM REPLICA? without it's internals only it's complete frame and slide? hmmmm.... grey area here.

Silly distinction

Haha! Yes obviously that Comelec guys doesn't know the difference - or what he's talking about!

They tend to ban everything.

They tend to ban everything.  Because they are the only ones who are exempted from this ban.  Their total gun ban is "katamaran".  In order for them not to be bothered by aplications for exemptions, they simply declared a total gun ban.

40 days to go.

They are just banning responsible owners to protect themselves

They are just banning peacefull responsible gun owners with PTCFOR to cover up law enforcement inefficiencies in implementing the law.  They never thought that criminals never used a licensed firearm to commit a crime.  Why not just intensify the police campaign to catch criminals and illegal guns... you know what?... they will say that the population ratio to the police force is quite significant.

They measure effectiveness of the gun ban on the number of gun ban violators (mostly police officers, military and politicians).  The gun ban was never effective in preventing criminal acts... criminal are not covered cause they do not follow the law... can anyone tell these people that there are shooting incidents in the country during gun ban and yet they were not able to prevent it 100% even with the gun ban!

They tend to ban everything

I agree with you.

Bans

I have always been suspicious of all kinds of bans, as it tends to favor one party over the other.  Recall during the martial law days, the free enterprise in the coconut and sugar industry was banned, and channeled to two monopolies headed by two cronies.   Look what happened to these two industries.  I did not make this up.  It is now part of history that remained uncorrected to this day.
